Abstract—As the guidance and direction of IS/IT Operation
in each organization, IS Strategic Plan plays the very important
role in Higher Education. Many IS projects fail since there was
no adequate IS planning. The paper presents study results of IS
strategic plan formulation for higher education institution. The
stages of IS strategy formulation are performed based on Ward
& Peppard framework and utilize COBIT 4.1 IS Management
guidance. IS strategic plan formulated in this study consist of
some components such: application portfolio based on
McFarlan matrix, IS architecture, and IS/IT action stages
recommendation.
